How Is Experience Assessed?

To be recognized as an Experienced Freelancer in the GovStack ecosystem, individuals must meet a set of clear prerequisites and provide proof of relevant contributions or implementations.

Prerequisites
  • Agree to GovStack principles
  • Attend at least one GovStack community call per year to stay up to date
  • Work as an individual or part of a team that engages with GovStack regularly
Ways to demonstrate experience

There are two ways to demonstrate GovStack experience:

1/ Contribution

Voluntary participation in the development of GovStack Specifications or other offerings like GovSpec, GovTest or GovLearn.

2/ Implementation

Contract-based work or freelance services that apply GovStack offerings in real-world projects (e.g. engagements by governments or founding partners like GIZ, ITU, Estonia, DIAL).

3/ Training

What counts as “experience”?
  • Working days = actual time spent (not just the duration of the project)
  • 8 hours = 1 working day
Testimonials Required

To verify experience, freelancers must provide:

1/ Proof document

A reference project, deliverable link, authorship, or similar showing connection to GovStack.

2/ Personal reference

Required only for contribution-based experience. Should be given by a trusted GovStack member, such as a Working Group lead.

GovStack showcases a list of freelancers with proven experience in contributing to or implementing GovStack offerings.

How to Get Listed?

Apply to become a listed service provider by submitting a short application. If approved, you’ll receive a welcome kit and be featured as an experienced GovStack company.
